But as is so often the case in everyday life, the ﬁnal outcome has to be awaited. It is also often the case that mistakes like this are made simply through a lack of knowledge and information and the absence of coordinated activities. There are so many organizations and interests working in development throughout the country, from the military to local and international NGOs, that it is extremely diﬃcult to know where potentially damaging activities have or are taking place until sometime after the event.
